Forum Software Upgraded To V1.3

The first and major change is that there is now a "Who's Chatting" list at the bottom of the main forum page (the forum index). At the moment, it refreshes every 5 minutes, so don't be surprised if people cannot see that you are on the chat room as soon as you go in - there will still be a need to wait around for a while.

There is a strange quota system regarding the "Who's Chatting" list, so it may not stay at a 5 minute refresh time for long. We shall see, however.

I will add details of other changes in here as and when I know them myself.
