Late 50s/early 60s. He is apparently warning people not to hold their nose closed with a handkerchief and blow, because this can force mucus backward into the sinuses and cause a worse problem. So his "solution" is to hold his handkerchief in the vicinity of the nose, and essentially do a snot rocket onto the cloth, from each nostril. He shows the effectiveness of his technique by launching into an operatic aria afterwards, not sounding congested at all!
